An award from the European Union (EU) supported by TÜBİTAK and the EU in the framework of the Horizon 2020 program designed to support scientific and applied research, development and innovation projects, led by ProEmpower, the world’s largest mobile health project, led by Turkey and led by the Ministry of Health in Europe. In addition to ProEmpower, the Ministry of Health was awarded two more projects.

Due to Turkey’s official participation in Horizon 2020, the inaugural event of the Horizon 2020 program, the world’s largest innovation and research program, was organized by TÜBİTAK in Istanbul on 21 March. At the ceremony, the European Union and Tubitac awarded the co-ordinating award. The Ministry of Health was awarded in three projects. ProEmpower, ESPrIT and HsMonitor, which received a total of 13 million euros in funding from the EU; Award winning project. With the ProEmpower project, which began in 2019 with an EU fund of 5 million euros led by Turkey and ended in the last months, it was ensured that patients with type 2 diabetes were followed online by their doctors without leaving their homes. Although the pilot project, which followed 400 patients remotely for 13 months, matched the epidemic period, none of the patients were covid positive, and they were not deprived of their treatment even when hospitals were closed in normal polyclinics.

ProEmpower, one of our award winning projects, we have provided medical devices to type 2 diabetes patients so that they can be followed up from home without going to the hospital. It was an international project. At the same time, we piloted 400 patients in 4 government hospitals in Portugal, Spain, Italy and Turkey with follow-up. That said, there are opportunities to follow from afar.

Patients have been seen for 13 months, reducing health costs by 40 percent

Explaining that they also found important data on health spending with the project, which began in 2019 and where patients were followed for 13 months, Elmas said: In addition (among patients), clinical stability was achieved above 50 percent. Because, in terms of follow-up of chronic health diseases, as mobile health tools become more widespread in the next few years, hospitals and patients will begin to benefit from mobile health tools, improving both financially and clinically; “It was very important to us,” he said.

Now it is the turn of high tension patients

After receiving these results with ProEmpower, Elmas added that they have created a similar project for patients with high blood pressure and said: After seeing the positive results here, we started the hypertension project with the same perspective. This is our project called HsMonitor. We are now in the second episode. In a very short time, we will launch a pilot project with a portfolio of approximately 1000 patients at the same time in 5 different countries. It was designed to provide remote follow-up of hypertension patients with the help of mobile health tools. As the Ministry of Health, we are one of the most successful companies in this field in our country, namely the Horizon 2020 project. We focused more on big data, artificial intelligence and mobile health tools. In these pilot projects, we are beginning to integrate mobile health tools and artificial intelligence-based health tools within the Ministry of Health, with technology transfer time and clinically successful results. The international community that we are leading gives our country an important place in the field of health information. We lead countries like Italy, Spain, Germany, Portugal, Italy and Sweden in health information, handing over our own experiences to them and bringing their experiences to our country. Within the scope of 2 projects (HsMonitor and ProEmpower), we received funding of around 11 million Euros from the EU. These are all grants. Together with the pilots, we have acquired the infrastructure and how to learn about a new technology.
