Exclusive Interview | The new law is a new challenge for Turkish sports

At the workshop in 2019, we told the entire sports community, “Take this.” We invite everyone. 457 people were present. 175 club representatives were present. 91 representatives of the federation were present. There have been more than 150 hours of sessions. 95 people represent our ministry. 10 reporters, volunteers, close to 20. 5There were about 0 press and legal representatives. Everyone poured stones on their skirts for 5 days. Details are presented. Congratulations to all the participants who made this workshop unique.

There are reports of 6 workshops. We have opened this road. First, there was widespread support from our President for the implementation of this meaningful law. Our Parliament. All parties have an agreement, especially our athlete deputies. My previous ministerial friends have tried. I wish good luck to our country, our nation and our sports community.

The results of the workshop are very important. Introduce a fair competition system and balanced management process. Athletes’ rights to social security must be protected. The foundation must be solid so that the building is solid. If you start with a rotten floor, it will not work. Legal infrastructure was essential.

Again, the second theme of the workshop was the presentation of approaches related to financial situation. There are issues such as infrastructure, sponsorship and growing incentives for sports, budget management and transparency. The third major theme was to increase the competitiveness of administrative gaps. Inter-committee communication, management methods, media and public relations are discussed. Transparent management, accountability policy, auditability and effective human resources.

This law reveals all our flaws in strong criteria. Earlier the Ministry of Home Affairs used to register, now it is the Ministry of Youth and Sports. Before there were two registrations, now one registration. This was repeated in the Association and Commercial Code. Now there is only one sports law. It is evaluated in a unique study. This law is a special garment sewn for sports bodies and federations. In the past, sports clubs had the same status as the Pigeon Lovers Association. Associations have a limit to commercial profits. Sports clubs are getting rid of professionalism and lawlessness through new structures. When the clubs were in the state of association, Spor AŞ could be established. “

“How long do clubs have to change their status?” In response, Casapoglu said, “The transition process has begun. We will continue to support clubs and federations on this issue, including in-depth studies. ”

On a balanced budget issue, Mehmet Casapolu said, “Income is guaranteed, expenditure is unknown. It has been talked about year after year. The president spends and the new president continues to borrow. Debts get bigger and bigger. Write in a notebook, let someone else pay for it “no longer exists. When making a budget, he cannot give more than 10 percent of his income. In this sense, the key is success and sustainability of the infrastructure.

Criticism of the law

What about a balanced budget and criticism of managers blaming debt on their own terms? To the question of the Minister of State for Youth and Sports,It is not possible to take action in the condition of the clubs. Debt has become chronic. 4 clubs owe 15.08 billion TL. This is a 2022 loan. In 7 months, the debt of these clubs comes to 17.8 billion TL. Where is the limit of action? Where do you see hope? With this law, we are no longer saving the day, but paving the way for the future with foresight and prudence. ”

Recalling that managers were criticized for being responsible for debt during their tenure, Casapolu said. There are successful managers in every field in Turkey. It is also in sports. There are many successful names working abroad. We have technically successful friends. I believe there will be a lot of people who will run clubs and sports just like they will run companies. I believe that with a sense of responsibility, the work of managers will become more explanatory.

We have very successful businessmen. We have traders with high competitiveness in the world. There is no need to differentiate between a businessman and a sports director. I believe; These processes will continue in the light of this law. Not just for clubs, but for all branches. I believe that the legislation of sports clubs and federations is an important milestone and extension. ”

Asked if the system would enable clubs to sell more easily to foreigners, Casapolu said:Earlier, there was no barrier to sale to foreigners. There is no obstacle in this law. The key is the authority of clubs in general assemblies. This will continue again. The situation of developing clubs, in this sense transparency, more understandable financial statements can make clubs more attractive to foreign investors.

Obstacles to the autonomous structure of sports Review For Casapoglu, too. “In this sense, there is no interference or application against the spirit of the sport. We stand first in the face of attempts to interfere in the autonomy of sports. Sport is an event that requires a very basic consciousness. The unified and transformative aspect of the sport. We, as a state, have always supported sports and athletes, with our approach over the last 20 years, a sports support in Turkey. It is not possible to see a second example of the support given in sports. Last year Barcelona, Milan, Real Madrid had to sell their players. Why? Because financial control is needed. It has made an effort in this sense with the top clubs in the world. In this sense, we are not behind any country in terms of our rules and regulations. We have not tried and will not interfere in the spirit of independent work, “he said.

About the reasons for introducing a maximum of 3 term presidency in a federation, Mehmet Casapolu said, “There are limitations in all areas of management. Suffice it to say “there are no unreasonable regulations.”

“May 19 is a commemoration of Atatুrk, Youth and Sports Day. We have not been able to celebrate for two years. What kind of celebrations are there this year?” To the question, Youth and Sports Minister Mehmet Casapolu gave the following answer:

Despite the epidemic, we never got back from this excitement. As a nation, we will fully celebrate May 19, Atatুrk’s Remembrance, Youth and Sports Day. There will be many surprise programs. We will have activities related to sports and youth, arts and culture and sports. The World Boxing Championship has started in Istanbul. Next month’s Islamic Solidarity Games, World Nomad Games … these are important institutions. Our May 19 celebration will begin with a visit to Anitkabir on Friday. We will celebrate with young people from all over Turkey. Each province will be represented by three young people.

Our youth camps are one of our most exciting projects. 4,000 young volunteers are giving the final touches. Unfortunately, during the epidemic, we went through some restrictions regarding the camp. During this one year period, we had nature camps and thematic camps and we increased the number of these camps. Thousands of our young people have been educated there. There is a lot of noise in Mount Chudi now. International tennis tournament will be held there. It is a challenge. We will take up this challenge with your support. “
